Initiation of Antidumping and Countervailing Duty Investigations of Passenger Vehicle and Light Truck Tires from the Republic of Korea, Taiwan, Thailand, and the Socialist Republic of Vietnam
On June 23, 2020, the Department of Commerce (Commerce) announced the initiation of imports of passenger vehicle and light truck (PVLT) tires from Republic of Korea (Korea), Taiwan, Thailand, and the Socialist Republic of Vietnam (Vietnam), and a countervailing duty (CVD) investigation of imports of PVLT tires from Vietnam.

Note: Commerce’s preliminary and final determination deadlines are governed by statute. For CVD investigations, the deadlines are set forth in sections 703(b) and 705(a)(1) of the Tariff Act of 1930, as amended (the Act). For AD investigations, the deadlines are set forth in sections 733(b) and 735(a) of the Act. These deadlines may be extended under certain circumstances
[1]Under the Act, in any case in which Commerce is required to poll the industry or otherwise determine industry support for a petition, Commerce may extend the deadline for deciding whether to initiate an antidumping duty or countervailing duty investigation for a period not to exceed 40 days after a petition is officially filed. Commerce extended the initiation deadline by 20 days and polled the industry in order to determine industry support for the PVLT tires petitions
[2]If the ITC makes negative preliminary determinations of injury, the investigations are terminated
[3]When Commerce extends the initiation deadline, the ITC preliminary determination will be with 25 days after the date on which the ITC receives notification from Commerce of the initiation of the investigation, in accordance with section 773(a)(2)(A)(ii). The ITC has indicated that its preliminary determinations will now take places on or about July 17, 2020
