Import Tariffs and Custom Requirements

On January 1, 2006, the U.S.-Morocco Free Trade Agreement was implemented.  Under the agreement, duties on the majority of qualifying U.S. textile and apparel products entering into Morocco have been eliminated. For more information on the agreement, see the U.S.-Morocco Free Trade Agreement FTA.

U.S. textile and apparel exports that do not qualify under the U.S.-Morocco Free Trade Agreement, are subject to non-preferential duties shown below.

Effective Feb 1, 2020, the Ministry of Industry, Trade, Green and Digital Economy (MICVN) implemented a new Verification of Conformity Program for goods imported into Morocco. This new program fulfills the Law 24-09 on products and services security, complemented by Decree no. 02-212 and Decree no. 3873-13. Depending on the products, the verification shall take place in the country of export or on arrival at the border in Morocco. All regulated products shall be subject to verification and must be accompanied by a certificate of conformity for Customs clearance in the Kingdom of Morocco. Products subject to the verification program include textiles, apparel, and footwear. Products that require control verification at the border of the Kingdom of Morocco are: Articles of clothing other than workwear, rugs, carpets, upholstery fabrics, non-woven (baby diapers and PPE). In March 2022,  Morocco’s Ministry of Industry and Trade (MIC) announced new measures and revised the list of products requiring a Certificate of Conformity (CoC) for importation into Morocco. This included the addition of clothing fabrics to the list of products.  Clothing fabrics must comply with the technical regulation standards (NM 09.0.000:2018) of Morocco and obtain CoC before entering the Moroccan market. The certificate must be presented upon the goods’ arrival and is required before the goods can clear customs. The requirement goes into effect May 7, 2022.

Standards

Mandatory standards currently apply to textile products, and imports require a certificate of conformity from the Textile and Leather Industry Certification Commission (Commission de Certification des Industries du Textile et Cuir).

Labeling

For textile and apparel imports it is mandatory that the label include fiber content, country of origin, and size/dimensions.  In addition, apparel must be labeled with care instructions.  For yarns, the Tex/Decitex measures as well as the Ne number should be indicated on each cone.  For fabrics, a separate label with identical information should show on the packaging.  Carpets and rugs must be labeled with technical specifications and usage conditions.  It is also compulsory that all labels be in Arabic and French language.  Inclusion of the manufacturer and importer information is optional.
