Moldova E-Notary Platform to Digitize Public Services
The Government of Moldova, through the Moldova Electronic Governance Agency (EGA), is launching an ambitious project to develop a cutting edge e-Notary platform. This initiative aims to modernize notary services and digitize public services for businesses. It is being developed in collaboration with the Economic Council Secretariat and is supported by the Moldova Structural Reform Project. The project is expected to significantly improve the efficiency, transparency, and accessibility of notary processes throughout the country.
This initiative addresses the growing demand for digital solutions, particularly for individuals and businesses located in remote areas or living abroad. Although a draft law on the e-Notary platform has been submitted to Parliament, progress towards adoption has been slow due to the lack of a supporting technological platform. The proposed e-Notary platform will address this gap by providing a secure, cloud-based solution that integrates with Moldova’s existing government services.
The innovative platform will allow notaries to communicate electronically with clients, access verified data from public and private registries in real time and deliver seamless digital services without requiring the physical presence of clients. As a result, Moldovan citizens and businesses will be able to access notary services more efficiently—whether from their homes or while abroad—resulting in a significant reduction in administrative burdens and costs.
The project will be executed over 15 months from the date the contract is signed, which includes a 3-month maintenance period. The key tasks involved in the project include:
1. Platform Development: Designing and implementing the e-Notary platform in line with business and technical requirements.
2. System Deployment: Installing and configuring the platform within the government’s MCloud infrastructure.
3. System Testing and Acceptance: Conducting rigorous testing and assisting the Beneficiary with the system’s acceptance.
4. Training and Documentation: Providing training sessions for end-users and developing comprehensive technical documentation.
5. Ongoing Support and Maintenance: Offering technical support and maintenance for 3 months after system deployment.
To identify the most qualified vendor to develop and implement the platform, the Moldovan Electronic Governance Agency has initiated a Request for Information (RFI) under Event PR 015435. This RFI aims to gather relevant insights from potential vendors to inform the development of a subsequent Request for Proposal (RFP).
✅ Purpose of the RFI: To solicit technical proposals and market insights from interested vendors.
✅ Next Steps: Based on the responses, a maximum of 15 consultants will be invited to participate in the RFP phase.
✅ Project Launch: The official procurement process is expected to commence later this year, with implementation anticipated in Q3 2025.
As Moldova advances in its digital governance journey, the successful implementation of the e-Notary platform will not only modernize notarial services but also position the country as a leader in adopting cutting-edge digital solutions for public administration.
