Indonesian Halal Product Assurance Product Scope

The government of Indonesia’s Ministry of Religion in October 2020 issued via Decree Number 464 a list of 48 types of products that must obtain halal certification or display labeling stating that their product and/or ingredients are haram (not halal). In principle, products not included in this list will not be able to obtain halal certification. An unofficial translation of the product categories, without section details, is below.

  3. Ice cream for eating, including sherbet and sorbet
  4. Fruit and vegetables with treatment
  5. Confectionery candy and chocolate
  6. Cereals and cereal products which are derivative products of cereal seeds, roots and tubers, nuts and pith

  8. Meat and processed meat
  9. Fish and fishery products, including mollusks, crustaceans, and echinoderms
  10. Eggs and egg products
  11. Sugar and sweeteners including honey
  12. Salt, spices, soups, sauces, salads and protein products
  13. Processed food for special nutritional needs

  15. Ready-to-eat snacks

Halal Law implementing regulations enacted on October 17, 2019 stated that halal certification and labeling requirements will become mandatory starting on October 17, 2024 for food and beverage products; on October 17, 2026 for traditional medicines and food supplements, cosmetics, chemical products and genetically modified organisms, wearable clothing items, household appliances and office products, and Class A medical devices; on October 17, 2029 for over-the-counter medicines and Class B medical devices; and on October 17, 2034 for prescription medicines and Class C medical devices.
