Cameroon Infrastructure African Development Bank Country Strategy Paper 2023-2028

The African Development Bank publishes a new 5-year, 2023-2028 country strategy for Cameroon.

Last September the African Development Bank (AfDB) and Cameroon announced funding totaling over $154 million for road construction along the vital corridor connecting the port of Kribi to the town of Edea. This recent investment is only a small portion of the AfDB’s active portfolio in the country, amounting to over $2 billion USD spread over 23 projects spread over multiple sectors such as infrastructure (52%) and energy (23%).

On July 20, 2023, the AfDB released a new country strategy paper highlighting two new target areas during the 2023-2028 period:

•    Develop infrastructure to promote the agro-industrial sector.
•    Strengthen human capital and governance to improve the institutional and business framework.

The Bank’s interventions will support green growth through the development of sustainable and climate-resilient infrastructure, especially in the transport and agro-industrial sectors, and will enable Cameroon’s private sector to benefit from quality transport services and more resilient agro-industrial value chains. These various interventions, together with those aimed at improving the business climate and developing skills, will help to improve competitiveness, strengthen regional integration, and take full advantage of the opportunities offered by the AfCFTA. The interventions aim to create green jobs, especially for women and young people, promote more inclusive growth and significantly reduce existing pockets of fragility in the country.

For 2023-2028 the Bank’s indicative lending program indicates that 83% of sovereign disbursements will go to transport and agro-industrial projects, including the bridge over N’Tem River (USD 66 million), the construction of dams in the Northern Regions and the construction of the Dschang-Fontem-Bakebe road and the extension of the Limbe shipyard (USD 172 million).
