Judicial insecurity and corruption hinder Paraguay’s investment climate.  Many investors find it difficult to enforce contracts and are frustrated by lengthy bureaucratic procedures, limited transparency and accountability, and impunity.  Transparency International’s 2021 Corruption Index ranked Paraguay 128 of 180 countries.
