WAEMU member states established a customs union in January 2000.  In early 2003, the Government of Mali signed a decree authorizing customs valuation on the transactional value of goods as required by the World Trade Organization (WTO).  In 2018, the GoM approved a law modifying the 2001 customs code in order to simplify procedures and take into account international conventions and protocols, including the Kyoto convention of 1999 on simplification and harmonization of customs procedures, the Bali Package of 2013, and other WAEMU requirements.  The transition government adopted a new customs code  which entered  into force after its promulgation by the transition president in June 2022.
