Zachary Learner
Zachary Learner is the Chief of Staff for the International Trade Administration. In this role, he provides operational management for the bureau, offers strategic support to the Under Secretary for International Trade, and oversees the development of policies and programs that serve the objectives of the Department of Commerce and the Biden-Harris Administration.
Learner is an attorney with more than two decades of public and private sector experience leading teams and driving organizational change. He joined the Biden-Harris Administration in 2021. Prior to ITA, he directed the Department of Commerce’s Office of Executive Secretariat. He also served the Department of Defense as Director for Strategic Communications in the Office of the Under Secretary for Research and Engineering.
Learner also held managing roles for numerous Presidential, and gubernatorial campaigns, with a focus on leading programs to expand voter rights and extend voter protections. In 2020, he was Deputy National Voter Protection Director for the Biden for President campaign.
Learner earned his J.D. from the University of Miami and holds a Bachelor of Arts in History from Trinity College-Hartford. He is a New Hampshire native, enjoys cooking and reading science fiction.
