Maryland Cosmetics Manufacturer Exports to China

Coty located in Hunt Valley, Maryland, manufactures Covergirl and other cosmetics for the U.S. and Global markets, including China, which has a requirement for companies to test their cosmetics on animals to prove they are safe. Because Coty’s corporate policy is to not test their products on animals, they faced losing US$1.07M per year in sales. Coty applied for China’s animal testing exemption for companies that have a state government issued Good Manufacturing Practices (GMP) certificate and also reached out to U.S Commercial Service (CS Baltimore) asking for support with satisfying Chinese safety regulations without testing their products on animals. 

After providing Coty with initial counseling, CS Baltimore reached out to the Maryland Department of Commerce to assist with crafting the GMP certificate. CS Baltimore worked closely with the Maryland Department of Commerce’s Office of International Investment and Trade. The joint effort resulted in the State of Maryland providing documentation showing that Coty is in compliance with GMP certification and all safety regulations for their products without the need to test on animals.
