RCC Joint Action Plan Released on December 7, 2011
Prime Minister Stephen Harper and President Barack Obama created the U.S. – Canada Regulatory Cooperation Council (RCC) on February 4, 2011. After private sector consultations and bilateral negotiations, the RCC released the Joint Action Plan on Regulatory Cooperation on December 7, 2011, which was a practical first step to increased regulatory cooperation between the United States and Canada.
RCC Joint Forward Plan Released on August 29, 2014
On August 29, 2014, the United States and Canada released the RCC Joint Forward Plan – a pivot point for the regulatory relationship. Building on the 2011 Joint Action Plan, the momentum it has generated within government and with stakeholders, and lessons learned over the last few years, the Joint Forward Plan was an advance from the initial issue-based Joint Action Plan to new partnership arrangements and a framework of more institutionalized commitments by U.S. and Canadian regulators.
Joint Regulatory Partnership Statements and Work Plans Released
On May 28, 2015, the United States and Canada released joint Regulatory Partnership Statements (RPS) and agency Work Plans to enhance regulatory cooperation and economic competitiveness that maintain high standards when it comes to health, safety, and the environment. The twelve Regulatory Partnership Statements outline the framework for how cooperative activities will be managed between agencies, including:
- High-level governance
- Opportunities for stakeholder input/engagements
- Annual review of Work Plans
