Poland EU funds to help in post COVID-19 economic and social recovery
Investments and reforms are intended to support economic development that was lost as a result of the COVID-19 pandemic, strengthen competitiveness, and raise the standard of living of Polish society. Each European Union country, as part of the KPO, implemented its own program of investments and reforms approved by the European Commission.
The European Commission unblocked USD 149 billion for Poland within National Recovery and Resilience Plan (KPO), and Cohesion Policy funds. These funds were blocked for nearly three years because of the dispute over the rule of law between the former PiS lead Polish government and the EU. Poland is now expected to receive the first part of funds - USD 7 billion - in early April and intends to submit two more payment applications this year, and to reach a total of USD 25 billion in 2024.
The National Recovery and Resilience Plan consists of six components including:
- Resilience and competitiveness of the economy;
- Green energy and reduction of energy consumption;
- Digital transformation;
- Efficiency, accessibility and quality of the health care system;
- Green, intelligent mobility;
and one institutional (component apart from the loan and grant part):
- Improving the quality of institutions and conditions for the implementation of the National Recovery and Resilience Plan.
The KPO is in line with the long-term goals of the EU and the recommendations of the EU Council for Poland, which is why it focuses on climate protection and digital transformation. These goals will consume 42.7% and 21.3% of the KPO value, respectively. The implementation of reforms and investments covered by the KPO started after February 1, 2020 and will end by August 31, 2026.
