Mexico Updates Importation Paperwork

On March 23, 2021, Mexican Customs (Aduanas) announced an upcoming change in the paperwork necessary to successfully import goods into Mexico. Importers of record will soon be required to file a “value declaration” digitally via the ventanilla única (VUCEM) portal, as opposed to the spreadsheet currently required.  Once the new electronic format is officially published, which is expected soon, it will enter into effect and be enforced 30 working days after its publication.

This is of high importance, since Aduanas uses the value declaration as the basis for applying taxes and fees, including the General Import Tax (IGI).  Failure to comply with the new measure will mean that goods get stuck in Customs and the importer of record is liable to be fined.  Put simply, providing improper data and documentation can delay and complicate cross-border sales.

Therefore, it is important for U.S. exporters to be in contact with their Mexican clients, partners, and customs broker to be aware of the process and changes in the electronic value declaration to avoid mistakes.

Detailed information can be found in Spanish in the “Manifestación de Valor /Insumos Prueba Ingreso MV por Web Service” section of the Mexican Government’s official website for the VUCEM: https://www.ventanillaunica.gob.mx/vucem/descargas.html.
