Kenya Shipyard Development and Operation Consulting Opportunity

Kenya looking for a Consultant to do a Feasibility Study on Development and Operation of a Shipyard                 under a PPP Model

Kenya is in the planning phase for a privately-run modern shipyard facility to cater for the increasing demand of shipbuilding and repair services within the country and the region.  The envisioned project would be implemented under a Public-Private Partnership (PPP) financing model.  The Ministry of Mining, Blue Economy and Maritime Affairs is currently looking for a consultant to carry out a feasibility study that will determine the viability of the project and provide expertise in planning, designing   and implementing the project.

The consultant is expected to comprise a firm or a consortium of firms/individuals with infrastructure project finance expertise.  To qualify, the said consultant will require financial advisory, analysis and modeling experience on PPP infrastructure projects; PPP project structuring experience; should have led PPP feasibility study assignments in at least two infrastructure projects in the last 10 years with an added advantage for firms with experience in shipyard development or maritime infrastructure installations in the last 10 years.  Experience in carrying out Environmental and Social Impact Assessment (ESIA) studies for at least two infrastructure projects will be required.

Improving shipping and maritime infrastructure is a key component of Kenya’s Vision 2030 economic blueprint for propelling the country’s industrialization agenda.  The proposed privately run facility is expected to tap into opportunities within the region for fleet repair services and rebuilding.  Kenya is also eyeing a piece of the global market for ship construction with this project, which was estimated at $126 billion in 2020, and is currently dominated by South Korea, China, and Japan.
