Indonesia Cosmetics Notification System
Starting January 1, 2011, Indonesia adopted a notification system for registering cosmetic products as part of the ASEAN Harmonization initiative. This system simplifies the process for businesses to obtain distribution permits for cosmetics while ensuring that the products comply with all applicable regulations. A key requirement of this system is the preparation of a Product Information File (PIF), known locally as the Dokumen Informasi Produk (DIP). This file is a formal guarantee from the business that the cosmetic product meets quality, safety, and efficacy standards. Companies must complete the PIF (DIP) before submitting their notification.
According to the National Agency of Drug and Food Control (BPOM) Regulation No. 14 of 2017, which outlines guidelines for the PIF, manufacturers or importers must have the PIF (DIP) ready before submitting any cosmetic notification. BPOM (Indonesia’s National Agency of Drug and Food Control) may audit businesses to ensure these documents are properly maintained and accessible during inspections.
On July 12, 2024, BPOM introduced version 3.0 of its cosmetics notification application, marking a significant shift in how PIF (DIP) files are managed. Rather than keeping physical copies, businesses must submit their PIF (DIP) digitally by providing BPOM access to the file stored in their internal systems.
While the new system aims to modernize the process, businesses have raised concerns about the security of confidential information within the PIF (DIP) and the potential for data breaches. Additionally, there is uncertainty about whether this new approach will affect the overall timeframe for product notifications. It is important to note that the new notification application is not fully operational as of November 2024. Technical difficulties have delayed access to the system, and full implementation may not occur until 2025.
