Hong Kong Springboard - Medical Products
Hong Kong has a robust healthcare system and is world-class standard. Healthcare services in Hong Kong run along a dual-track model, with services being provided by the private sector and government-funded public sector. Public medical services are provided by the Department of Health and the Hospital Authority. The Hospital Authority is the largest end-user of goods and services in Hong Kong’s healthcare sector.
Opportunities in the Greater Bay Area of Southern China
The Chinese Government supports the development of Hong Kong’s quality healthcare services in the Greater Bay Area. Under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), statutory healthcare professionals who are registered to practice in Hong Kong are allowed to provide short-term services in the Mainland. There are robust opportunities as a result of CEPA. For example, the University of Hong Kong-Shenzhen Hospital (HKU-SZ Hospital) was established and the China Government announced a policy to allow drugs and common medical devices registered in Hong Kong, but not yet approved by China National Medical Product Administration, to be used within designated facilities (Hong Kong-owned healthcare institutions) in the Greater Bay Area. This means that U.S. medical products may enter Chinese market through Hong Kong as a springboard. The policy would shorten the timeframe needed for specific examination and approval and accelerate the registration process. The policy, however, is yet to be implemented as the details are still under discussion between regulators from both sides. It would include implementing the measure at the HKU-SZ Hospital on a pilot basis.
