El Salvador Cosmetics Labeling

The Ministers Council of Economic Integration (COMIECO) in Central America approved Resolution No.467-2022 to issue the new Central America Technical Regulation for the Labeling of Cosmetic Products (RTCA71.03.36:21).

The new regulation requires that products produced or imported that do not have secondary packaging, should include the labeling requirements in the primary package. In addition, when the labeling is not in Spanish, complementary labeling should be added. The use of inserts is allowed.  

The minimum requirements that the labeling of cosmetic products should include are the following: (a) commercial name of the product, (b) cosmetic form, (c) solar protection factor, (d) net quantity declared, (e) name of the owner of the sanitary registration and country of origin, (f) declaration of a list of ingredients, (g) declaration of the lot, (h) safety information, (i) expiration of the product, and (j) additional information.

The Central America Technical Regulation RTCA 71.03.36:21 was published in El Salvador in the Official Gazette on September 12, 2022; and will enter into force on January 1, 2023. Companies will have 12 months after the date of entering into force to sell out the products in their inventories.
