China National Standardization Development

The Outline calls for standardization development to support national comprehensive competitiveness and facilitate economic and social development.  It also calls for China’s standardization system to be both guided by the government and driven by the market, and to focus on standards quality rather than quantity. 

Specific goals to be completed by 2025 include shortening the development process of national standards, developing national technical and standards innovation bases, and increasing international standards adoption domestically.  The Outline also calls for government subsidies to support standardization activities, particularly on emerging technologies.  It also targets strong Chinese participation in international standardization activities, including drafting standards and holding governance roles.

U.S. companies and standards development organizations, particularly those active in emerging technology areas, should continue to closely track relevant Chinese standardization processes, which may be accelerated as a result of this policy announcement, to ensure their interests are not hindered by PRC standardization activities.
