Steven Presing is the Executive Director for Antidumping and Countervailing Duty (AD/CVD) Policy & Negotiations.  With over 35 years of experience at Commerce in the International Trade Administration. He has served in a variety of positions ranging from being the Deputy Director for NAFTA and Inter-American Affairs, serving as the Director for the Trade Compliance Policy Staff, founding and leading the Office of Trade Agreements Policy and Negotiations, to most recently serving as the Acting Deputy Assistant Secretary for Policy & Negotiations.

Mr. Presing leads the agency’s policy and enforcement efforts to support economic growth by maintaining a fair and rules-based system of international trade. This includes enforcing U.S. antidumping and countervailing duty laws and holding trading partners accountable for their obligations under trade agreements.  He provides guidance on international trade policy, dispute settlement, negotiations, and advice on the policy formulation process as it relates to trade remedies and agreements compliance. Mr. Presing is also responsible for coordinating antidumping and subsidy-related negotiations with the nation’s trading partners, including those involving the World Trade Organization where he led the U.S. antidumping negotiations team in the Doha Round. This role includes negotiation and oversight of all Departmental suspension agreements/price undertakings. His work ensures hundreds of American manufacturers and their employees get the crucial relief needed from unfair trade. He brings a wealth of government experience and skills, including a deep understanding of how to help U.S. companies navigate new and existing trade policies and regulations.

Mr. Presing is a graduate from the University of South Carolina and holds a Master’s degree in International Commerce and Policy from George Mason University after completing his joint studies at Oxford University where he focused on International Trade and Finance at St. Peter’s College.
