Office of Investment Security
The Office of Investment Security (OIS) coordinates the Department’s participation in the Committee on Foreign Investment in the United States (CFIUS). The International Trade Administration (ITA) Assistant Secretary for Industry and Analysis is the lead Assistant Secretary of Commerce for matters related to CFIUS. OIS works closely with the Bureau of Industry and Security (BIS) and the Office of the General Counsel on every transaction submitted to CFIUS. The OIS team focuses on the following: reviewing all filed transactions to bring the full breadth of Commerce’s expertise to bear on CFIUS national security reviews; providing analysis of industry both domestically and internationally; leading reviews on cases involving our expertise; playing a key role in ensuring that CFIUS process remains focused on national security and does not unnecessarily discourage foreign investment in the United States; and seeking to ensure that mitigation is limited to only those measures needed to address the risk to national security arising from the transaction.
In addition to CFIUS, OIS works on other national security issues concerning investment flows, including serving as the lead policy office for Commerce’s role on the outbound investment program.
