Change Being Considered to Export Control Rule Affecting U.S Parts Used in Foreign Aircraft

The Bureau of Industry and Security (BIS) in the U.S. Department of Commerce seeks public comment on the prospect of removing certain products, including those used in the assembly of civil aircraft, from “de minimus” eligibility. If adopted, the change could impose new restrictions on trade in civil aircraft assembled outside the United States, unless the products were “standard equipment” incorporated in civil transport aircraft certified by the Federal Aviation Administration or a non-U.S. national equivalent. Additional details can be found in BIS’s November 20, 2008 Federal Register notice soliciting comments at: http://edocket.access.gpo.gov/2008/pdf/E8-27588.pdf. Comments are requested by January 20, 2009.
