Deputy Assistant Secretary for Services

Ana Guevara joined the U.S. Department of Commerce as the Deputy Assistant Secretary for Services in the International Trade Administration in May 2006. Guevara oversees and manages three separate offices, which develop trade policy, identify foreign market barriers, and analyze trends affecting the domestic and foreign competitiveness for U.S. businesses in the service, tourism and finance industries. Guevara provides technical support to the United States Trade Representative during trade negotiations. Additionally, Guevara works to ensure that U.S. exporters have competitive access to export finance through the Department of Commerce’s representation on the Export-Import Bank and the Overseas Private Investment Corporation. The services sector represents approximately 75 percent of the private sector economy of the United States.

Prior to joining the U.S. Department of Commerce, Guevara worked for 12 years with United Parcel Service (UPS). For the past six years she was Vice President Public Affairs for the Americas where she was responsible for all government and corporate relations in over 50 governments in Latin America and the Caribbean. She worked with U.S. and foreign governments, multilateral organizations, industry associations, think tanks, universities, and media to ensure that policy and regulatory measures in the region related to aviation, customs, trade, postal, taxes, and other issues would allow UPS to operate efficiently in the region. Guevara promoted the conclusion and congressional passage of trade agreements in the region such as WTO, FTAA, U.S.-Chile, CAFTA and Andean FTA; and advised the U.S. Secretary of Commerce and U.S. Trade Representative on trade policy through the Industry Consultation Program. In her earlier years at UPS, Guevara worked in Washington D.C. on international issues supporting UPS initiatives in Asia, Europe and Latin America and represented the company before Congress. She also staffed UPS Chairman and CEO in the President’s Export Council.

Guevara also served in President George H. W. Bush’s Administration as Special Assistant in the Office of the Assistant Secretary of Policy and international Affairs at the U.S. Department of Transportation. In this capacity Guevara was a member of the NAFTA negotiating team, helped create the Asia Pacific Economic Cooperation (APEC) Transportation Working Group, and worked with industry regarding the unification of the European Community.

Guevara has been recognized by her local community in Miami as an international leader and was named International Businesswoman of the Year in 2004 by the Organization of Women in International Trade, and by the World Trade Center Miami. She has also been listed in South Florida CEO Magazine’s 101 Global Leaders.
